Stella's prints the cheapest seated food in this piece: $6 bar bites every day 2–6 PM — pierogies (3), chicken wings (5), and loaded sidewinder fries. The Hangar and Grand Hacienda keep the focus on the pour; neither prints food prices on the cited happy-hour lines, so eat before or ask the bar.
